      <title>MNRC Entry Changes for 2026</title>
      <description>&lt;P&gt;Prioritized Entry Announcement&lt;/P&gt;

&lt;P&gt;In January 2025, the American Kennel Club made two changes to Chapter 6 of the Guidelines and Regulations for Hunting Retrievers that directly affected the Master National Retriever Club’s annual event.&amp;nbsp;&lt;/P&gt;

&lt;P&gt;“This level of testing shall be demonstrated over the equivalent of two Master Hunter tests.”&amp;nbsp;&lt;/P&gt;

&lt;P&gt;“As the resources available to the host organization will vary by location and over time; in order to hold a quality event and achieve the required level of testing, the host organization is provided the option to determine the maximum number of entries given the time allotted to the event. This will allow the host organization to better plan and manage the event. The AKC Performance Events Department reserves the right to review and approve the maximum number of entries.”&amp;nbsp;&amp;nbsp;&lt;/P&gt;

&lt;P&gt;It is the goal of the MNRC to run the event within prior event timeframes, to have the equivalent of two Master Hunt Tests (6 quality series), and to showcase the abilities of master dogs in a single national event.&amp;nbsp;&lt;/P&gt;

&lt;P&gt;As a result of these rule changes and in collaboration with the host organization, the MNRC is incorporating these aspects for the 2026 event in Roseburg, Oregon, October 2-11 that have been reviewed and approved by AKC per the new language in Chapter 6.&lt;/P&gt;

&lt;P&gt;Entries for the 2026 event will be limited to a target number of 840 dogs.&amp;nbsp;&lt;/P&gt;

&lt;P&gt;Handlers will be required to rank, or prioritize, all their entries into the event.&amp;nbsp;&lt;/P&gt;

&lt;P&gt;Only one handler per entry will be accepted&lt;/P&gt;

&lt;P&gt;Once the entries close the MNRC will start the process of accepting the entries based on each handler’s ranking number. We will first take all the 1s, next all the 2s, next all the 3s, and so on until we reach the target number. At that point we will take an entire ranked grouping that brings us close to 840.&amp;nbsp;&lt;/P&gt;

&lt;P&gt;For the 2026 event, 840 dogs is the target number; it could be slightly less or slightly higher as the cutoff will be at an entire ranked group so that all handlers are treated equally.&amp;nbsp;&lt;/P&gt;

&lt;P&gt;Handlers may handle dogs up the max number based on the ranking cutoff. Under no circumstances will a handler be allowed to handle more than the max number.&lt;/P&gt;

&lt;P&gt;There will not be a waitlist. Scratches will receive the usual refund. No dog will be added to replace a scratched dog.&amp;nbsp;&lt;/P&gt;

&lt;P&gt;Entries for all dogs will be accepted based on the ranking of the entry, regardless of when the entry is received during the entry period.&amp;nbsp;&lt;/P&gt;

&lt;P&gt;The MNRC Board is aware of the significant impact that this decision will have, not only with the 2026 event, but also with the regular club qualifying tests that begin August 1 of this year. While no decision has been made for future events, the changes in Chapter 6 could result in limitations of entries accepted based on the resources of the areas where the event is held.&amp;nbsp;&amp;nbsp;&lt;/P&gt;

&lt;P&gt;&lt;FONT color="#666666"&gt;Responsible dog and cat breeders-and citizens of Fort Smith who wish to obtain dogs and cats from local breeders in the future-are urged to immediately contact the Fort Smith Board of Directors and ask that recently-enacted breeder licensing requirements be stricken from law.&amp;nbsp; &lt;STRONG&gt;&lt;FONT&gt;This must be communicated to Board members prior to the next Board meeting on August 20.&amp;nbsp;&lt;/FONT&gt;&lt;/STRONG&gt;&lt;/FONT&gt;&lt;/P&gt;

&lt;P&gt;&lt;FONT color="#666666"&gt;To review, on August 6, 2019 the Fort Smith Board of Directors passed a law that, among other provisions, requires:&lt;/FONT&gt;&lt;/P&gt;

  &lt;LI&gt;&lt;FONT color="#666666"&gt;&lt;FONT&gt;Every person who breeds a dog or cat must obtain breeder a license &lt;U&gt;for every animal bred&lt;/U&gt; at a fee of $500 per animal, per year.&amp;nbsp; Additional requirements and costs apply.&lt;/FONT&gt;&lt;/FONT&gt;&lt;/LI&gt;
&lt;/UL&gt;

&lt;UL&gt;
  &lt;LI&gt;&lt;FONT color="#666666"&gt;&lt;U&gt;&lt;FONT&gt;All&lt;/FONT&gt;&lt;/U&gt; &lt;FONT&gt;dogs and cats in the city must carry &lt;U&gt;two&lt;/U&gt; forms of identification.&amp;nbsp; A microchip &lt;U&gt;plus&lt;/U&gt; a tag or other form of ID are required.&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/FONT&gt;&lt;/FONT&gt;&lt;/LI&gt;
&lt;/UL&gt;

  &lt;LI&gt;&lt;FONT color="#666666"&gt;&lt;FONT&gt;All dogs and cats must be licensed.&amp;nbsp; The annual fee is $60 per year for an unaltered animal and $10 for an altered animal.&lt;/FONT&gt;&lt;/FONT&gt;&lt;/LI&gt;

&lt;P&gt;&lt;STRONG&gt;&lt;FONT color="#666666"&gt;IMPORTANT INFORMATION&lt;/FONT&gt;&lt;/STRONG&gt;&lt;FONT color="#666666"&gt;:&amp;nbsp; The Board discussed changing the requirements for the altered pet license, reducing certain penalties for owners of altered pets, and other changes to the ordinance.&amp;nbsp; Accordingly, the Board has indicated that it intends to repeal and replace the recently-enacted law at its meeting on August 20, 2019.&amp;nbsp; Please note, &lt;U&gt;there was no action regarding changing or eliminating the breeder licensing requirement.&lt;/U&gt;&lt;/FONT&gt;&lt;/P&gt;

&lt;P&gt;&lt;FONT color="#666666"&gt;This provides a small opportunity for responsible breeders and pet owners in Fort Smith to contact their elected officials and ask that breeder licensing requirements be stricken.&amp;nbsp; &amp;nbsp; &amp;nbsp;&lt;/FONT&gt;&lt;/P&gt;

&lt;P&gt;&lt;FONT color="#666666"&gt;Without immediate action by responsible breeders, not only will the breeder licensing law remain in effect, there will be continued efforts to ban the ownership of unaltered pets in the city.&amp;nbsp;&lt;/FONT&gt;&lt;/P&gt;

  &lt;LI&gt;&lt;FONT color="#666666"&gt;&lt;FONT&gt;A statement by Brenda Altman, who represented the animal impoundment contractor, underscores that local purebred dog breeders are not the source of shelter intakes. &amp;nbsp;When asked the amounts of adoption fees that will be charged by the animal sheltering contractor, she replied, "If we got a purebred, &lt;EM&gt;&lt;FONT&gt;which is not going to happen&lt;/FONT&gt;&lt;/EM&gt;, $200, or $30-50 depending on the animal."&amp;nbsp;&lt;/FONT&gt;&lt;/FONT&gt;&lt;/LI&gt;

      <title>Mike's big adventure</title>
      <description>&lt;P&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; I can't say I remember how many years ago it was that Mike Walker and his brother first walked into one of our club meetings, but I can say it has been a good, long run since we all got to know our HRC club President.&amp;nbsp; As most everyone in the club knows, Mike is moving on to greener pastures.&amp;nbsp; Alligator, snake filled, sinkhole laden pastures, mind you, but greener pastures, nonetheless.&amp;nbsp; It's hard to act surprised, though.&amp;nbsp; After all, don't most senior citizens end up there eventually?&amp;nbsp; :)&lt;/P&gt;

&lt;P&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; I know he knows how much&amp;nbsp;he'll be missed.&amp;nbsp; If he doesn't, well... he just hasn't been paying attention.&amp;nbsp; So this isn't for him so much as it is&amp;nbsp;to let&amp;nbsp;everyone else know how much we appreciate his service and committment to OHRA.&amp;nbsp; Mostly though, we appreciate his friendship and wish him the best in his next big adventure.&amp;nbsp;&lt;/P&gt;

&lt;P&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; Best wishes, Mike.&amp;nbsp; You will be missed.&amp;nbsp; We'll leave the light on for you.&amp;nbsp; ;)&lt;/P&gt;

      <title>Get together over the holidays</title>

  Pat Johnson, the HRC rep for our district, has asked if there is an interest in all the clubs trying to get together during the holidays for just a social gathering. Talk about hunting, club hunts, etc. This would probably be over a Saturday afternoon. Get back with me if there is an interest on anybody's part so I can let Mike Bullen our PR rep know. Thanks,
